I would say if the other person gives you a second look, then there's a very good chance the person is interested. Most people glance at others as they walk by. It's usually common curtesy to acknowledge others as you walk by them, especially if at close proximity. This usually means eye contact, sometimes a smile. Human behavior is very interesting though. Too much eye contact can make people uncomfortable, so we glance at people, but then look away before it starts to become staring.

If someone gives you a second look however, then chances are you piqued their interest. Interpreting a smile might be trickier. A quick lifting of the mouth corners is usually an acknowledgement smile. A wider smile that lasts longer, or reveals teeth, might mean that person is happy to see you. It might be helpful to observe people that you see often. If sometimes they look at you and sometimes they don't, then it's less likely they are interested.

Well by interested i mean like she wouldnt mind me talking to her or flirting with her lol. In highschool it was a lot easier. I find that socializing in college is a little more difficult. But anyways I havent had many girl friends in my life, only 2 so I am not very perceptive of subtle behaviours that kinda guide a potential relationship. That is I dont when its safe to make a move or not.

ohh umm...really? i thought college is much easier since everybody is new and you see new faces all the time (i think) and from what i heard, most of them are pretty nice i hope...and you go to parties and stuff...i don't know...i guess i'll see next fall

a nice guy won't finish last if he doesn't met a girl on the spot. It will only work if he's her friend, so it can grow. that's a fact.
